The New Construction Program is intended to assist building owners and their designers to design and build facilities that are more energy efficient than the baseline of ASHRAE 90.1-2007. The program offers financial incentives to the owners and potentially the design team, depending on which route you choose. By making energy efficiency a priority early in the design phase of a project, a building owner can incorporate energy saving measures easier and at a lower cost than adding them later. Make energy efficiency a priority from the start This program is designed for non-residential new construction and major renovation projects that are located within the Consumers Energy service territory. Our goal is to help reduce the amount of energy used in a completed new construction project or major renovation. The program also provides opportunities for building owners and designers to learn more about energy efficient design strategies, technologies and their benefits. As a result, the project may obtain incentives for implementing these strategies. Whole building modeling for savings incentives The New Construction incentive program is designed for projects that use whole building simulation models as part of the design and construction process. Projects that show energy savings of at least 5 percent above the baseline of ASHRAE 90.1-2007 may qualify for the incentives. The greater the energy savings, the larger your incentive.Customers must submit a pre-notification application in the design phases in order to be eligible for reserving funds. Incentives for design teams and building owners Design Team Incentives The design team has the opportunity to create an energy efficient design, built within the client’s budget. Assistance is available in the form of incentives for building designs that are at least 10 percent more energy efficient than the baseline of ASHRAE 90.1-2007. The more efficient the design, the greater the incentive. Incentives are paid to the design team upon project completion and verification. Building Owner Incentives Incentives are available for owners when the efficiency of their new building is at least 5 percent better than the baseline of ASHRAE 90.1-2007. These incentives encourage owners to make energy efficiency a primary goal in their design, and help curtail the costs of energy efficient measures. Incentives are paid to the building owner upon project completion and verification. Prescriptive and/or Custom IncentivesNew this year!Since not all buildings need or qualify for whole building modeling incentives, we now offer prescriptive and/or custom opportunities.Customers may apply for an incentive from the prescriptive menu of projects or propose a custom project. Program staff can help you identify opportunities and provide supporting information.Prescriptive incentives are pre-set for wide range of the most common electric and natural gas equipment. The incentive application contains detailed specification requirements for each measure.Custom incentives are available at 8 cents per kilowatt-hour for electric projects or $5 per thousand cubic feet for gas.Customers may reserve funds by submitting a pre-notification application.
