As a regulated utility, Consumers Energy is obligated to meet many safety and reliability performance measures. The company maintains equipment, operates the business and receives an authorized rate of return. When necessary, we file a request with the Michigan Public Service Commission (MPSC) to adjust rates to reflect market trends, business costs and investments we make to serve our customers. We normally read your meter each month to determine the amount of energy used, and then prepare your monthly bill. You have 21 days to pay your bill from the date the bill is issued. A 2 percent late fee may be added.

Understanding Your Electric Bill 

Electric charges: The rate we charge for electricity includes a Power Supply Cost Recovery (PSCR) charge, which may cause your electricity rate to vary. The PSCR may vary from month to month and is reconciled every year to recover the cost of fuel the company uses to generate electricity, the cost of electricity the company purchases and the transmission service the company purchases. PSCR charges are authorized by the Michigan Public Service Commission. Learn more about unbundled electricity charges.

Electric rate descriptions

Residential Electric Credit Provisions:  Qualifying electric customers may choose only one credit provision and may save up to $84 on their annual electric bill. Call (800) 477-5050 to apply.

  • Electric Income Assistance ($7 monthly credit): To qualify for this provision, you must have received a Michigan Home Heating Credit (HHC) or ensure your total household income does not exceed 150 percent of the federal poverty level. Consumers Energy automatically will qualify electric customers for the income assistance provision upon notification of a customer's eligibility from a qualifying agency. The customer will be responsible for providing documentation every year to maintain enrollment in the income assistance provision.

  • Electric Senior Citizen ($3.50 monthly credit): A residential customer 65 years or older and head of the household qualifies for this credit. The income assistance credit is designed to help seniors on fixed incomes. If you sign up for the income assistance provision, you will be removed from the senior citizen provision.

Understanding Your Gas Bill 

Natural gas charges: The rate we charge for natural gas includes a Gas Cost Recovery (GCR) charge to cover the cost of gas we buy. Because these prices fluctuate, the GCR charge on your bill may change from month to month. GCR charges are authorized by the Michigan Public Service Commission. Natural gas rate descriptions: Residential rates are determined for those who use natural gas for home heating and those who don't use it for home heating (dryer, pool heater, etc.).  Qualifying customers may save up to $138.00 on their annual gas bill with the Income Assistance Provision.

Residential Gas Credit Provisions: Qualifying natural gas customers may save up to $138.00 on their annual gas bill with Income Assistance Provisions.

  • Natural Gas Income Assistance ($11.50 monthly credit): Qualifying customers may save up to $138.00 on their annual gas bill with the Income Assistance Provision. To qualify for this provision, you must have received a Michigan Home Heating Credit (HHC) or ensure your total household income does not exceed 150 percent of the federal poverty level. Consumers Energy automatically will qualify gas customers for the income assistance provision upon notification of a customer’s eligibility from a qualifying agency. The customer will be responsible for providing documentation every year to maintain enrollment in the income assistance provision.
 

Time of Day Rate

If you use the majority of your electricity in the evening, early morning and/or weekends, you may benefit from requesting this revised rate. Call us at (989) 791-5645. Previously available to customers averaging 1,000 kilowatt-hours of electric use per month, it is now open to any residential customer, who chooses to have their energy use metered, based upon on-peak and off-peak periods.

  • From Monday through Friday, on-peak hours are 11 a.m. to 7 p.m. Off-peak periods are 7 p.m. to 11 a.m. Weekends and holidays are off-peak hours. Prices vary by summer (June - September) and winter (October - May)
  • The small farm, income assistance and life support credits also are available under this rate

Estimated Bills  

We’re committed to providing accurate and timely energy bills that include actual meter reads. When estimated bills are necessary, we use a calculation that includes average use from a similar period, weather data and expected energy use to estimate your energy bill with great accuracy.

If this is a new account with no energy use history, the comparison period must use the average from the rate category of the account.  As long as your lifestyle remains the same, our estimating system is very accurate.  When your lifestyle varies, it is more difficult to provide an accurate estimate.

High Bills  

Higher than normal energy bills can be caused by many factors, including the following:

Days in a billing month. The average number of days billed each month is 30. A few days more or less could make the total amount due higher or lower than previous months. You are billed only for the "energy use" shown on your bill.

Additional summer appliance/increased electric and natural gas use. Air conditioning, dehumidifiers, swimming pool pumps and hot tubs generally increase energy use in the summer months. Also, the addition of a new appliance such as a plasma TV or second refrigerator will increase electric use.

Actual or estimated meter read. Estimated meter reads followed by an actual read or an inaccurate meter read could affect the total amount due.

Change in lifestyle. A new baby, college student home for the summer, new additional living space or someone now working from home will increase energy use. These lifestyle changes typically increase hot water use, laundry costs and heating and cooling costs.

Weather. Hot and humid days create more opportunities for running the air conditioner. Likewise, on colder days the furnace will work harder.

Rate changes. Changes or increases in electric and natural gas rates can affect the total amount due.

Summer/Winter Rates. The cost of electricity is higher in the summer because of greater demand and other factors. This difference will be reflected in summer rates (June - September) and winter rates (October - May).

  • Residential Summer Rates (Energy First 600 kWh and Energy Over 600 kWh charges)
    As displayed on the residential electric customer invoice for Rate RS, “Energy First 600 KWH" refers to the first 600 kilowatt-hours (kWh) consumed during the summer months of June through September.  The "Energy Over 600 KWH" refers to any additional kWh consumed in the billing month above the 600 kWh.  The higher cost for energy over 600 kWhs a month reflects the higher price of energy and capacity during the summer season, which is primarily because of the incremental customer demand (load on the system) associated with air conditioning.  The cost to buy and produce electricity increases during this period and is therefore reflected in a tiered pricing structure during the summer months for residential customers to help encourage conservation during the higher-cost summer season.  Conservation lowers the utility's cost, saves fuel and benefits all customers.
