If you need longer term help paying your utility bills, the programs below may be the answer.

The CARE Program


An Affordable Payment Plan
If you need assistance managing your energy bill, the Consumers Affordable Resource for Energy (CARE) Program may be able to help.

As a CARE member, you will receive the following benefits:
  • A portion of your monthly bill will be paid by the program
  • Any past due balance you might have will be gradually forgiven as a reward for on time payments.

Get a Consistent Payment Year-Round
If your past due balance is less than $75, consider our Budget Plan. The Budget Plan offers an effective solution if you’re looking to avoid unexpectedly high bills during times of higher energy use.

The Budget Plan may be a good option for you if:

  • You want a bill that’s predictable from month-to-month
  • You have a past due balance of no more than $75
  • You haven’t defaulted on your payment more than two times in the last year

Shut-Off Protection Plan (SPP)


Year-round protection from shut-off for all seniors (65 and older) and qualifying customers.
  • An initial down payment is required.
  • Spreads out your annual energy costs into equal monthly payments based on your expected monthly energy use, plus monthly portions of your past due balance.

Winter Protection Program (WPP)


Enrollment begins November 1 and runs through March 31
This plan is available to seniors (65 or older) and qualifying customers guarding against a shut-off and high payments during the winter.

How it works:

  • An initial down payment is required.
  • From November through March, you pay 7% of your estimated annual bill along with a portion of any past due amount.
  • In April, we reconcile your bill for the previous months. You pay 9% of your estimated annual bill plus a portion of your past due balance
